REPORT FROM THE COMMISSION TO THE EUROPEAN PARLIAMENT, THE COUNCIL, THE EUROPEAN ECONOMIC AND SOCIAL COMMITTEE AND THE COMMITTEE OF THE REGIONS on the interim evaluation of the implementation of the Rights, Equality and Citizenship Programme 2014-2020

1. On 29 June, the Commission published a report on the interim evaluation of the implementation of the Rights, Equality and Citizenship Programme 2014 - 2020, a Staff Working Document accompanying it, and another Staff Working Document Executive Summary of the interim evaluation.

2. The interim evaluation covers 2014 to mid-2017, and the annual work programmes for 2014, 2015, and 2016. The evaluation was undertaken by the Commission and supported by an external evaluation by Ernst and Young Financial-Business Advisors.

3. The Rights, Equality and Citizenship programme replaced a number of preceding funding streams, namely the Fundamental Rights and Citizenship programme, the Daphne programme (focused on combatting violence against women) and elements of the Progress programme (focused on employment and solidarity).

4. The general objective of the programme is to contribute to the further development of an area where equality and the rights of persons as enshrined in the TEU, in the TFEU, in the Charter and in the international human rights conventions to which the Union has acceded, are promoted, protected and effectively implemented. It aims to do this through the achievement of a number of specific objectives covering particular rights issues, including the rights of the child, data protection and the combating violence against women.

5. The programme is open to all Member States as well as to EFTA, candidate and potential candidate countries. It has a total budget of 439.473 million euros and supports activities such as analytical activities, awareness raising, and training.

6. After Italy and Spain, the UK is one of the Member States with the greatest number of applying organisations under the fund.
