REPORT FROM THE COMMISSION TO THE EUROPEAN PARLIAMENT AND THE COUNCIL On the implementation of Regulation (EC) No 1007/2009, as amended by Regulation (EU) 2015/1775, on the Trade in Seal Products
1. Document 5167/20 meets the Commission’s obligation to report on the implementation of Regulation (EC) No 1007/2009 as amended (“the Regulation”) as required by Article 7(2) of the Regulation. The first report was due by 31 December 2019.
2. The Regulation prohibits the placing on the market in the EU of seal products unless they have come from traditional hunts conducted by Inuit or other indigenous communities and certain other conditions are met. Article 3(1a) of the Regulation requires that seal products derived from these traditional hunts, which are to be placed on the market in the EU, shall be accompanied by a document attesting compliance with the conditions set out in the Regulation. Attestation documents may be issued by a body in the exporting country recognised by the Commission for this purpose.
3. Article 7(3) of the Regulation requires the Commission’s report to assess the functioning, effectiveness and impact of this Regulation in achieving its objective. The report also assesses the impact on the socioeconomic development of the Inuit or other indigenous communities. The report also addresses the impact on seal populations.
