REPORT FROM THE COMMISSION TO THE EUROPEAN PARLIAMENT AND THE COUNCIL assessing Member States' programmes of measures under the Marine Strategy Framework Directive
1. The Marine Strategy Framework Directive (MSFD) requires Member States to ensure that measures are taken to achieve or maintain Good Environmental Status (GES) in their seas by 2020. Achieving GES involves protecting the marine environment, preventing its deterioration and restoring it, where practical, while using marine resources sustainably.
2. Under Article 5(2)(b) of the MSFD, Member States must develop a Programme of Measures (PoM) by 2015 at the latest, to enter into operation by 2016 at the latest.
3. Under Article 13(1) of the MSFD Member States are required, for each marine region or subregion in their waters, to identify the measures which need to be taken in order to achieve or maintain good environmental status. The measures put forward in the POM must be in response to the findings of the initial assessment made under Article 8(1) MSFD and by reference to the environmental targets established pursuant to Article 10(1) MSFD.
