Proposal of the High Representative of the Union for Foreign Affairs and Security Policy to the Council for a Council Decision in support of strengthening biological safety and security in Ukraine in line with the implementation of United Nations Security Council Resolution 1540 (2004) on non-proliferation of weapons of mass destruction and their means of delivery

1. This proposal seeks to improve biosecurity and biological safety in Ukraine in order to deliver the implementation of United National Security Council 1540 (2004) on non-proliferation of weapons of mass destruction and their means of delivery. Adherence to the Biological and Toxin Weapons Convention (BTWC) is a priority of the EU’s and Ukraine’s non proliferation strategy.
2. The Council Decision is to be taken to promote peace and security in the region and futher the EU and OCSEs work on universal adhereance to the BTWC, while enhancing the capabilities of relevant Ukranian authorities. In accordance with the EU-Ukraine Associated Agreement which entered into force 1 September 2017, the EU shall undertake projects on:

2.1. Harmonisation of existing Ukrainian regulations on biosecurity to bring alignment with international standards.

2.2. Establishing of the veterinary surveillance system sustainability in Ukraine for EDP-related diseases.

2.3. Awareness raising, education and training for life scientists on biosafety and biosecurity.
