Proposal of the High Representative of the Union for Foreign Affairs and Security Policy to the Council for a Council Decision amending and extending Decision 2014/219/CFSP on the European Union CSDP Mission in Mali (EUCAP Sahel Mali)
1. On 15 April 2014, the Council of the European Union approved the mandate of EUCAP Sahel Mali (Council Decision 2014/219/CFSP). EUCAP Sahel Mali is a European Union civilian mission based in Bamako. The Mission provides experts in strategic advice and training to the Malian Police, Gendarmerie and National Guard and the relevant ministries in order to support reform in the security sector. EUCAP Sahel Mali supports the efforts of the Malian state to modernise its security forces and enable them to respond more effectively to the need for protection of the entire Malian population throughout the country.
2. Council Decisions (CFSP) 2017/502 and (CFSP) 2017/2264 extended the Mission until 14 January 2019 and provided EUCAP Sahel Mali with a financial reference amount (budget) until the same date. Council Decision (CFSP) 2017/502 extended the scope of the mission to include contribution by EUCAP Sahel Mali to the operationalisation and coordination of the internal security forces of the G5 Sahel countries (Burkina Faso, Chad, Mali, Mauritania, Niger).
3. On 22 November 2018 the High Representative of the Union for Foreign Affairs and Security Policy submitted to the Council a proposal for a Council Decision amending and extending Decision 2014/219/CFSP on the European Union CSDP Mission in Mali (EUCAP Sahel Mali) until 28 February 2019.
