Proposal for a Regulation of the European Parliament and of the Council establishing the Connecting Europe Facility and repealing Regulations (EU) No 1316/2013 and (EU) No 283/2014

1. The Connecting Europe Facility (CEF) is the European Union’s infrastructure funding programme for the Trans-European Networks for transport (TEN-T), energy (TEN-E) and digital communications (eTEN). It was established by Regulation (EU) 1316/2013 as part of the Europe 2020 strategy for smart, sustainable and inclusive growth with a budget of €30.4 billion (£26.7 billion) for the Multi- Annual Financial Framework (MFF) for 2014 to 2020.
2. The Commission's proposal would repeal the existing CEF Regulation (EU) 1316/2013, as well as Regulation (EU) 283/2014 which set guidelines for telecommunications infrastructure. The proposal has been published in the context of the Commission's separate proposal for the Multi-Annual Financial Framework (MFF) for 2021-2027, which is the subject of a separate Explanatory Memorandum 8354/18.
3. The proposal aims to set the indicative budget for each of Trans-European Networks, define their funding priorities and set their operational frameworks. The CEF provides co-funding for projects in the different sectors that have a clear European dimension with a high EU added value. The aim is to modernise the infrastructure and promote sectoral synergies which will enable the transition to a low-emission and digital society. The following allocations are proposed:
