Proposal for a COUNCIL IMPLEMENTING DECISION on the transitional rules for the appointment of European Prosecutors for and during the first mandate period, provided for in Article 16(4) of Regulation (EU) 2017/1939 implementing enhanced cooperation on the establishment of the European Public Prosecutor's Office ("the EPPO")
1. The EPPO will be responsible for investigating and prosecuting the perpetrators of criminal offences affecting the financial interests of the Union, working through Delegated European Prosecutors in each participating Member State. Member States that participate in the EPPO (currently twenty-two under the enhanced cooperation measure) will generally no longer prosecute those offences themselves, which represents a significant change in the relationship between Member States and the EU. The Directive (EU) 2017/1371 on the fight against fraud to the Union's financial interests by means of criminal law defines the offences which the EPPO will be competent to prosecute.
