Proposal for a COUNCIL DECISION on the position to be taken on behalf of the European Union at the 18th meeting of the Conference of the Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES CoP 18)
1. This is a draft Council Decision (7809/19 with associated annexes 7809/19 ADD 1 and 7809/19 ADD 2) which will establish the basis on which the EU and its Member States will negotiate proposals to be brought before the 18th Meeting of the Conference of the Parties (CoP18) of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) which will take place in Colombo, Sri Lanka from 23 May to 3 June 2019.
2. CITES regulates international trade in over 35,600 species of animals and plants which are, or which may become, threatened by unsustainable trade. This draft Decision provides that the position to be taken is set out in the Annexes. Annex 1 provides an overview of the proposed position, outlining general considerations and specific priority issues including Rules of Procedure; marine and timber species; trade in elephant specimens; and implementation of the Convention. Annex 2 provides the suggested approach to specific agenda items (including proposed Decisions, Resolutions, and species listings) to be considered at the CoP.
