Proposal for a COUNCIL DECISION on the position to be adopted, on behalf of the European Union, in the International Maritime Organization during the 31st session of the IMO Assembly on the adoption of amendments to resolution A.658(16) on the use and fitting of retroreflective materials on Life-Saving Appliances, Procedures for Port State Control, 2017 (resolution A.1119(30)) and the Survey Guidelines under the Harmonized System of Survey and Certification (HSSC), (resolution A.1120(30))

1. This document proposes a position for EU member States to adopt at the thirty first session of the Assembly of the International Maritime Organization (IMO) with regards to three Assembly Resolutions, namely:
• Amendments to the use and fitting of retro-reflective materials on Life-Saving Appliances;
• Procedures for port State control 2019; and
• Amendments to the Survey Guidelines under the Harmonized System of Survey and Certification (HSSC Guidelines).

2. Resolution A.658(16) requires the use of carbon arc testers for the accelerated weathering tests for retro-reflective materials. Retro reflective material is defined in the Life Saving Appliances (LSA) Code as “a material which reflects in the opposite direction a beam of light directed on it.” It is a requirement of the LSA Code that all life-saving appliances (lifebuoys, lifejackets, life rafts, lifeboats etc.) are fitted with retro-reflective materials where it will assist in detection of the object, and these shall be fitted in accordance with the recommendations of the Organisation, adopted by resolution A.658(16), as amended.

3. All materials used in the manufacture of life saving appliances are subject to testing and are required to meet certain standards of longevity and resistance to exposure. New technologies for material testing are progressively replacing carbon arc lamps making their use for testing increasingly difficult and correspondingly expensive.
