JOINT COMMUNICATION TO THE EUROPEAN PARLIAMENT AND THE COUNCIL Elements for an EU strategy for Iraq
1. The attached document seeks to outline actions that the EU and its Member States will undertake to help restore peace and security in Iraq. At the Foreign Affairs Council on 19 June 2017, EU Foreign Ministers tasked the High Representative and the European Commission to produce a strategy which gives guidance on the next steps in the EU’s engagement with Iraq.
2. A Joint Communication has consequently been finalised between the EEAS and European Commission and published on 8 January 2018. The strategy for Iraq has three main purposes:
i. to define the considerable challenges that Iraq faces;
ii. to identify the EU’s interests and strategic objectives in its relations with Iraq; and
iii. to identify priorities for EU action.
The principal elements of the strategy are as follows:
• Challenges that Iraq faces:
o Humanitarian, local governance and stabilisation;
o Economic and financial;
o Migration; and
• EU strategic objectives in Iraq:
o Preserve Iraq’s unity, sovereignty and territorial integrity;
o Strengthen the Iraqi political system;
o Promote sustainable, knowledge-based and inclusive economic growth;
o Support state and societal resilience;
o Promote an effective and independent justice system;
o Establish a migration dialogue with Iraq;
o Support Iraq’s good relations with all its neighbours; and
o Pursue a strong EU-Iraq partnership overall.
