1. Council Decision (CFSP) 2019/797 and Council Regulation (EU) 2019/796, concerning restrictive measures against cyber-attacks threatening the Union or its Member States formerly adopt the EU’s ‘cyber-sanctions’ regime.

2. Under the cyber sanctions regime, the Council can impose restrictive measures in the form of an EU-wide asset freeze and travel ban imposed against persons who: (a) are responsible for cyber-attacks or attempted cyber-attacks; (b) provide financial, technical or material support for or are otherwise involved in cyber-attacks or attempted cyber-attacks, including by planning, preparing, participating in, directing, assisting, or encouraging such attacks, or facilitating them whether by action or omission; or (c) are associated with persons covered by (a) or (b).
