Council Decision (CFSP) 2019/1893 amends Decision (CFSP) 2017/2074 concerning restrictive measures in view of the situation in Venezuela Council Implementing Regulation (EU) 2019/1891 implements Regulation (EU) 2017/2063 concerning restrictive measures in view of the situation in Venezuela Council Regulation (EU) 2019/1889 of 11 November 2019 amending Regulation (EU) 2017/2063 concerning restrictive measures in view of the situation in Venezuela
1. The attached Council Decision 2019/183 amends Council Decision (CFSP) 2017/2074 (the Principal Decision) by amending it for one year until 14 November 2020; and the attached Council Regulation 2019/1889 amends Council Regulation 2017/2063 (the Principal Regulation) by adding provisions relating to the processing of personal data by the European Union, Commission and High Representative consistent with other European legal act relating to sanctions.
2. The restrictive measures consist of an EU-wide asset freeze and travel ban imposed on 25 Venezuelan officials for decisions and actions deemed to undermine democracy and human rights and an embargo on arms and equipment of internal repression.
3. An explanatory memorandum on this issue was last submitted for Parliamentary scrutiny on 10 October 2019. The House of Lords EU Select Committee cleared the item at the Chairman’s sift on 15 October 2019. The House of Commons European Scrutiny Committee cleared the item as “not legally or politically important” on 23 October 2019 (ESC 40865 & 40866, 2nd Report, Session 2019/20).
4. The Secretary of State for Foreign and Commonwealth Affairs is the Minister with overall responsibility for UK policy on the EU’s Common Foreign and Security Policy.
