Council Conclusions on Security and Defence in the context of the EU Global Strategy - Council Conclusions (17 June 2019)
1. Improving coherence between EU defence initiatives to improve security across Europe has been a focus for the EU since the introduction of Permanent Structured Cooperation (PESCO), the European Defence Fund (EDF) and the Coordinated Annual Review on Defence (CARD).
2. In November 2018, the Council invited the High Representative to continue to promote further synergies and coordination among EU defence initiatives and invited her to report, by mid-2019, on the interactions, linkages and coherence of these EU defence initiatives.
3. The High Representative's report on interactions, linkages and coherence among defence initiatives assesses the coherent implementation of defence initiatives, the coordination between the supporting EU bodies and institutions (European External Action Service (EEAS)), European Commission, and the European Defence Agency (EDA)), and lessons identified.
4. It concludes that progress has been made in the coherent implementation of defence initiatives, but that further work is required, including MS incorporating these initiatives into their national planning.
