COMMISSION IMPLEMENTING DECISION (EU) …/… of XXX amending, as regards the GSS stations of Ascension and the Falkland Islands, Implementing Decision (EU) 2016/413 determining the location of the ground-based infrastructure of the system established under the Galileo programme and setting out the necessary measures to ensure that it functions smoothly, and repealing Implementing Decision 2012/117/EU

The EU’s Global Navigation Satellite System (GNSS) Galileo, requires a global network of ground-based infrastructure known as sensor stations. These sensor stations monitor the navigation signals of all the Galileo satellites on a continuous basis and communicate this information to the Galileo Control Centres in Germany and Italy. Sensor stations are currently hosted on two British Overseas Territories (BOT), the Ascension and the Falkland Islands.

2. This amendment was proposed to change the legal basis for the location of the sensor stations currently hosted on BOT. This is part of the wider process of relocating EU agencies and facilities before the UK leaves the EU. The European Commission, as programme manager of the Galileo Programme initiated a process to remove these stations.

3. This Commission Implementing Decision amends Implementing Decision (EU) 2016/413 determining the location of Galileo ground infrastructure, and repeals Implementing Decision (2012/117/EU). The location of such infrastructure is specified by Implementing Decision as required under Article 13, paragraph 3, and Article 36, paragraph 3, of the GNSS Regulation (No. 1285/2013).

4. The draft Implementing Decision will be tabled for an expression of opinion by Member States at a meeting of EU and Member State GNSS technical experts in early March. Following a positive decision of the Member States the Implementing Decision will be formally adopted by the College of Commissioners thereafter.
