COMMISSION DIRECTIVE (EU) .../… of XXX amending Directive 2006/126/EC of the European Parliament and of the Council on driving licences

1. In the European Union, matters relating to driving licences and their acquisition are governed by Directive 2006/126/EC. This Directive has established a model form for a mutually recognised driving licence format, and also introduced common standards for the driving test. These standards include the specification of vehicle categories, the minimum ages for licence acquisition, and staging requirements (the order in which tests must be taken).

2. Directive 2006/126/EC was previously amended in 2012 and 2013 to permit upgrades to take account of the wide range of vehicle transmission systems in use in the logistics and passenger transport industries. However, at that time these upgrades were restricted to lorries, buses and coaches, together with their trailers and did not take account of subcategories of smaller lorries and minibuses (C1 and D1) or their equivalent trailer entitlements (+E), or of the BE (car and trailer) category.

3. To correct this anomaly, the Commission is now proposing changes to the entitlement upgrade rules in relation to manual and automatic transmission by extending the provisions to holders of driving licences for vehicles of category BE, C1, C1E, D1, and D1E when the applicant already holds a driving licence obtained on a vehicle with a manual transmission in at least one of the following categories: B, BE, C, CE, C1, C1E, D, DE, D1 or D1E.
