Annual report of the Court of Auditors on the activities funded by the 8th, 9th, 10th and 11th European Development Funds (EDFs) concerning the financial year 2018, together with the Commission's replies

1. The European Court of Auditors (ECA) annual report on the implementation of the European Development Funds (EDF) assesses the financial activities and expenditure of the EDFs in 2018 (Doc 2019/C340/02) in the Official Journal of the European Union). In 2018, there was spending under three EDFs simultaneously - EDF 9, 10, 11. The report is part of the ECA report on the implementation of the EU budget (doc ref - 2019/C 340/01). The ECA assessed the EDF’s accounts, transaction and control systems. As in previous years, this report includes the ECA’s assessment and recommendations, as well as the Commission’s responses.

2. Launched in 1959, the EDFs are the main instrument by which the EU provides development cooperation aid to the African, Caribbean and Pacific (ACP) countries and overseas countries and territories (OCTs). The current framework governing the EU’s relations with ACP countries and OCTs is the Cotonou Agreement. Its primary objective is to reduce and ultimately eradicate poverty. The expenditure covered in the annual report for the EDF is delivered using a wide range of methods implemented in 79 countries.
