How to use this search

This search facility enables you to search for European Memoranda by inputting the unique reference number of the memorandum or, where the reference number is not known, one or more keywords that relate to the memorandum you are looking for.

You should use the ‘search by reference’ option below if you know the unique reference number of the Explanatory Memorandum (EM), Council document or Commission COM/SEC document.

If you don't know the reference number of the memorandum you should use the ‘search by keyword(s)’ option.
